That the agenda for the May 26, 2025, Council Meeting be approved, as amended.

That the items listed herein under Section 7, Adoption of Minutes, all be approved and passed under consent.

That the May 12, 2025, Special Council Meeting Minutes be adopted.

That the presentation / deputation listed herein, be received for information.

That the items listed under Section 9, Action Items, on the May 26, 2025 Council Meeting Agenda, all be approved and passed under consent, save and except items: 9.1, 9.7 and 9.8.

That Council receive Report FIN-2025-12 . That the 2024 Statement of Development Charge Reserve Funds be made publicly available as required by Section 43(2.1) of the Development Charges Act, 1997 by means of posting on the Township of King’s website, and available in printed copy upon request to the Township; and That the Statement of the Cash in Lieu of Parkland Reserve Funds be made publicly available as per Section 42 of the Planning Act , 2015; and That staff provide the 2024 Statement of Development Charge Reserve Funds to the Minister of Municipal Affairs and Housing as required by Section 43(3) of the Development Charges Act, 1997 .

That Council receive Report FIN-2025-13. That By-law 2021-046 for Reserve Funds be amended based on the changes noted in Table 1 within this report. That the Township website for reserve fund balances be updated accordingly.

That Council receive Report FIN-2025-08. That the Township’s 2024 deficit of ($23,532) be funded by the Tax Rate Stabilization Reserve Fund.

That Council receive Report FIN-2025-14 for information.

That Council receive Report FIN-2025-06 for information.

That Councillor Asselstine assume the chair for the remainder of the meeting.

That Council receive Report FIN-2025-011 and the 2024 Consolidated Audited Financial Statements.

That Council receive Report Number FIN-2025-09, as amended. That Council enact Bylaw 2025-041, being a Bylaw to set property tax rates for 2025, as set out in Appendix A to this report. That Council enact Bylaw 2025-042, being a Bylaw to authorize the collection of local charges on behalf of the Holland Marsh Drainage System.

That Report Number GMS-PL-2025-016 be received, as amended. That Zoning By-law Amendment Application Z-2024-10, submitted by 1000029174 Ontario Inc. regarding the lands located at 14855 Highway 27, to rezone the subject property from ‘ORL’- Oak Ridges Moraine Natural Linkage Area and ‘ORF’- Oak Ridges Moraine Feature Protection to ‘ORL- 147’ – Oak Ridges Moraine Natural Linkage Area ,Exception Section 147, and ‘ORF’- Oak Ridges Moraine Feature Protection, to facilitate the conversion of the existing barn and use of the property as an event venue as a permitted on-farm diversified use, BE APPROVED . That the draft implementing Zoning By-law, attached as Appendix A, be enacted at a future council meeting.

That Council read a first, second, and third time, and enact By-laws 2025-026, 2025-032, 2025-041, and 2025-042.

That Council read a first, second, and third time, and enact By-law 2025-045.
